IPPE takes place at the Tampere School of Public Health (TSPH), which is an independent education and research institute within the University of Tampere (UTA). The School is ranked as one of the best institutions in research within University of Tampere and has also gained recognition internationally. Teaching is given on bachelor, master and postgraduate levels, with a strong emphasis on doctoral studies. The teaching and research is multidisciplinary and represented by a variety of disciplines: biometry, community health, epidemiology, gerontology, occupational health, health economics, social psychiatry and social and health policy.
The International Postgraduate Programme in Epidemiology (IPPE) is an expert programme for international epidemiologically oriented researchers. IPPE aims at gaining knowledge and understanding about essential public health problems, with special focus on low-income countries. The aim is to train epidemiological experts in to work in administration, planning and research tasks in the field of public health.
The IPPE programme has been running at the school since 1990 and has its roots in collaboration with the Cancer Registries of India. Today students come from almost all over the world and the programme is expanding both in the number of students enrolled as well as in the various disciplines represented. Around 40 students have already graduated with a PhD from the IPPE programme. Admissions every other year. The programme is open for applications in early 2011.
The IPPE programme consists of postgraduate courses, training and research in epidemiology, biostatistics and related fields. An essential component of the program is formed by research seminars and individual guidance. After the theoretical training (60 ECTS) and a PhD dissertation the student will receive a doctoral degree in Epidemiology.
The students should hold a master's degree in a relevant area of study such as medicine, public health or biostatistics. Basic knowledge in epidemiology and statistics is desirable.
The next IPPE programme starts in September 2011. However, selected students are expected to arrive in late August to attend a one-week orientation course. The programme requires residence in Tampere, Finland, for a minimum of 10 months.
There are no tuition or course fees for the students. There are some small grants available through the IPPE programme but students are strongly encouraged to apply for individual grants to cover costs of living, accommodation and travel.
The duration of theoretical courses and seminars is one academic year (September to May). The completion of the doctoral degree usually takes 2-3 years in addition. Doctoral thesis work consists usually of four original scientific articles or a monograph. In addition to that theoretical course work is required (60 ECTS). This consists of postgraduate courses, a weekly research seminar (8 ECTS/year) and individual tutoring.

The courses in the IPPE programme cover a wide range of epidemiological and biostatistical courses. The students will learn basic and in-depth skills in methods of epidemiology and biostatistics including logistic regression, survival analysis, longitudinal data analysis, molecular epidemiology and meta-analysis. Furthermore,substance areas like epidemiology of cancer and infectious diseases will be covered as well as specific exposures like nutrition and radiation.
You are normally required to take an English Proficiency Test.
Most European Universities recognise the IELTS test.

Quality Enhancement System in the University of Tampere
The quality enhancement system in the University of Tampere consists of the methods for continuous improvement of education, research, management, leadership and supporting services. Basically, the quality system of the University consists of the same elements as in most Finnish or even European universities. The quality enhancement methods are usually seen as a cycle of planning, doing, checking and acting.
Compared with other Finnish universities the University of Tampere has focused more in developing the self-steering of the faculties and departments instead of controlling them. At the beginning of 2011. the University of Tampere conducted a thorough overhaul of its organization. Instead of six faculties and over 20 departments there are nine schools to take care of all research and education in the University. The services and administration have been rearranged, too. The steering processes, eg. the quality system as a tool for management, was renewed at the same time. Most of the improvements to the quality system were due to the clear organisation structure and strong preconditions of the strategic management. The administration has two levels instead of three. This has made the responsibilities in quality enhancement clearer than before.
The quality systems in Finnish universities are regularly externally audited. The next external audit in the University of Tampere will be in 2011.
What do quality assurance and enhancement mean?
Quality assurance means the procedures, processes and systems used to safeguard and improve the quality. Quality enhancement implies especially to the methods of continuous improvement. The quality system is usually considered as a tool of strategic management and leadership. The word system implies to the university level construction, whereas the procedures and methods imply to the separate practices used in and by the university.
Since Finnish higher education institutions have a strong autonomy, they are responsible for their own quality methods and systems. There are however certain methods on the national level to assure the continous improvement of the university level systems. The Ministry of Education and Research steers the universities with several reporting and assessment methods. Eg. the volume and quality of higher education institutes are annually measured by certain indicators. The Finnish Higher Education Council supports the universities to improve the quality systems by organizing external audits and developing the national audit model.
The University uses assessments and evaluations to monitor if the improvement methods exist and if they are good enough. The strategy process usually produces changes to the internal steering system and to the methods of continous improvement.
